Open Government – Bruce Smith style.

In an exchange of emails on Monday, March 30th Bruce Smith and Rick Ensey “brainstorm” the wording of the motion to change the City budget methodology. Remember that on April 14th when the budget “discussion” session opened, Rick Ensey immediately proposed his motion by reading from the script B.S. had provided.

Here are the contents of an email from B.S. to Ensey: Mon. March 30th 8:27 PM

How about:

I move that the City of Yakima switch from its current budgeting process to the Priorities of Government budgeting system used by Yakima County. This change will take place immediately and will be used to develop the city’s 2010 budget. The City Council will form a three-person committee composed of myself, Kathy Coffey, and Micah Cawley to oversee the transition.

The last sentence may be too strong and I would only propose it if you have the votes lined up. It will piss off Dave and especially Neal who will see that the Budget Committee is being usurped.

So, here we see not only the printed words that B.S. wants his puppet to read for the motion, we also see a glimpse of the Puppeteer’s grand plan. We see the Budget committee is to be hijacked (or as Bruce says, usurped) and replace Neil McClure with Rick Ensey.

This is our government at work, folks. Behind the scenes and working diligently for the citizens of Yakima. Barf, Barf.

Oh, and Ensey’s response to the B.S email? 23 minutes later (Mar 30, 8:50PM):

Will see what Kathy thinks. You said what I really wanted to say, but didn’t know if it was too ballsy.

The question is: did Bruce take the words right out of Ensey’s mouth? Or did he put them there? And do either one of them really have any balls? You be the judge.
