Rick Ensey’s bias against Yakima city manager, Dick Zais shows clearly in his twisted and often convoluted written evaluation. (see YHR article and the letter here) Ensey was sick and could not attend Zais’s annual city council evaluation, so he wrote his own. Or more likely had Bruce Smith write it for him. Either way, it is full of conjecture on their part (Ensey and B.S.) that is wildly off the mark.
Ensey makes the claim that the EMS Levy was “doomed from the start”, then goes on to blame the city manager for its defeat. He claims that Zais allowed the Fire Chief to center the discussion on the paramedics’ issue! Balderdash!! It is Ensey and Lover and Bruce Smith and Woody Woodcock that distorted the EMS Levy and feverishly worked to oppose it. These four were relentless in their opposition and it is THEY who are responsible for the defeat of the Levy. And it was THEY who clouded the issue with the paramedics’ issue.
Tricky Ricky goes on to criticize Fire Chief Charlie Hines as being “too emotional”. Here Ensey becomes confused about someone who has passion for their job and wants to do the very best for the department and the city, with his own immature and emotional values of NO to everything and saying one thing and then doing another.
This written evaluation rings hollow and further shows his ignorance and shallowness. It is full of distortions and misrepresentation of the facts. His puppet master must be real proud.
